German Topic Headings in language_en.php

The "language_en.php" file has various topic headings inserted as comments in German. Does this mean that the items under such headings are only applicable to German language sites, or is this merely an issue of not putting the English translations of the topic headings in the file?

Hi,

no, it's just because I'm German and some strings are quite old in this file. I never fixed this. But the strings in the file are all English.
