[2.8.16]Password forgotten: "You are not authorized"

If using the Password forgotten feature the output is just:
"You are not authorized."
Hopefully somebody is able to solve this.

With 2.8.8 the mailadress was case sensitive when using password forgotten.
The members need to know how their mailadress is written in the db.

@Thorsten: I think a better way is to compare the db entry and the user entry with strtolower().
Nice to see this in the next update if not implemented in 2.8.16 which I'm currently not beeing able to test because of the "You are not authorized." error message.
