Cannot change config in "edit config" menu,

Hello
I dont undestand. the setup worked fine, and everything seam normal and usable.
except i cannot change any config field, in my config menu.
I UL twice all the file, and nothing change
I dont where to search.

On admin/config/edit config, a can't change nothing.
A set option, write text, or whatever, when i save, nothing is saved.

nothing.
the bug is completly silent
and if a change the params directly in DB, it's work.
