I'm on 2.9.4, and the notifications to moderators does seem to be broken.

The problem seems to be with this bit, in ajaxservice.php:

$groupId = $category->getModeratorGroupId($_category);

That 'getModeratorGroupId()' function is just not working. Other email notifications are working, so I know ...
