After the update I found that anonymous users are no longer capable to download files. They get an error message.
Is there a way to manage the rights for Anonymous users? I found an entry in the table, but no way to change the rights.
Or is there a special group?

Sorry for waking up an old thread, but I'm having exactly this issue as well.
Guests aren't able to download the attachments.
I tried editing the attachment.php as suggested, but it only seems to suppress the message, not actually allow guests to download.
What to do?
EDIT: Looking further into the forum I see that I wasn't the only one
