How do we sort the order of Categories and Sub Categories

Since v3.0.1 the move function does not seem to be present. When I use the cut feature it tells me to move, but when I tell it where to paste it to sort the category in alphabetically order it adds it as a sub-category of the other category. Is there a special way to moving and sorting Categories in this update.
