Is there an way to get coloured announcement banners for an service? Maybe an nice feature for hostingcompanies?

For example:

[Outage/RED: We are sorry for the inconvience. Our <service> is been interrupted. We are working to resolve this. For questions or assistance please email us at the following email address:]
[Announcement/ORANGE: Maintenance work is been scheduled on <date> <day> <timeslot>. Our services are temporarily difficult to reach or offline. We do our best that you do not suffer from our work on our network.]
[ONLINE/GREEN: All systems are up and running.]
