Database connection error? But has created tables

Hi, I'm creating a separate area of my internal intranet website for my company, and we are going to use PHPMYFAQ to run a sort of knowledge base. We have put all the right information in on the startup screen which amends the configuration file, however it seems like it cannot connect to the database. Now this is strange because inside the database, it has created the required tables. We are using Microsoft SQL Server Express v13, with PHP 7.3 and IIS 7.0. Here is the issue we currently face.
