About access control on phpMyFAQ

Hello,

I'll plan to use phpMyFAQ in our office and I check the feature, especially access controll.
I want to restrict to view and add questions and answers by the user. But in the documentaion, there are the following sentence:
it's possible for all users to add a new question without an answer.
it's possible for all users to add an answer for this question.

Colud phpMyFAQ configure such a access control? Or Should I introduce the other software or tools to realize such a working?
