Items with "restricted access" are not viewable by anyone

Items in restricted access are not viewable by anyone: "Access denied" error message.
Restricted user can edit the items.
Please help because this was one of the best feature of our older PhpMyFaq V2.0.6

Configuration:
Phpmyfaq 2.8.7 (latest)
PHP 5.5.9
Apache 2.2.15
CentOS 6.5

phpMyFAQ 2.8 uses the same logic for permissions like 2.0. I need more information to help you here.

I still have the old KB on a separate server so I just made a quick test:
Version 2.0.6 has "Group Permissions -> Restricted Access to" and "User Permissions -> Restricted Access to". I restricted both to "admin" and it worked like a charm when trying to access the record. I can view the record as an "admin" user, and I cannot view it as another user.
Version 2.8.7 only has "User Permissions -> Restricted Access to". "Group Permissions" has disappeared. So I restricted to "admin" and I get "Access denied" when trying to see the record. The only access I get is "Edit record" under admin user.

Admin -> Configuration -> Security configuration -> Permission level -> medium

I had the security setting at "Basic".
With "Medium" setting, the group permission is back and restrictions work as expected.
