I am new to this system. I would like to do the following

Allow users to post questions.
Control the responses to questions. Responses can come only from the administrator
Questions and responses will be transferred to FAQ listing
Only Administrator can add FAQ
I would like to add custom fields to the questions and faqs.

1. Will the system perform in this manner?
2. How do I address the restrictions listed above?
3. I am not a programmer, how do I add custom fields?

Hi,

Allow users to post questions.

This is the default behaviour.

Control the responses to questions. Responses can come only from the administrator

This is a setting in the configuration frontend.

Questions and responses will be transferred to FAQ listing

Default behaviour.

Only Administrator can add FAQ

You can remove the link to "add FAQ" in the index.tpl template.

I would like to add custom fields to the questions and faqs.

Which fields do you need?
