Administrators - Restricted Access

I've installed phpMyFAQ (2.7.0 alpha) and am busy playing with the permissions, but can't seem to find what I'm trying to achieve.

I want everyone to see all 'active questions' - no login

I want to create a few of section admin users, but limit which categories they see and can update.

The first part is ok, anyone can see the questions, but I can't see a way of limiting what the Admin have access too once logged in.

Any pointers to get me going?
