Arranging Categories Subcategories

Is it possible to add the ability to arrange subcategories in a particular order?

Also, it seems like moving a main category would result in the subcategories following it, but they become subcategories of the one it was switched with.

Great job on the new release. Thank you for all the hard work that must have gone into this.
