How to change email encoding

When I send an email from an English (iso-8859-1) OS-based computer, if the message has characters of other encoding, the resulting email message doesn't display these charaters. How do I change the email encoding to ensure proper display?

I just found out how to solve this problem. It turns out I neglected to edit the language setting in the newly added language file (admin/includes/languages/new_language.php).
