Disabled locale detection

Hi,
I want to disable language detection while loading a page. The only language should be English.
I did removed language selection from left panel. but one of friend in Germany is not able to view my webpage in English when he opens webpage using Internet Explorer but it comes up in English when he uses Mozilla Firefox.

Please let me know which file i will need to modify, I see some thing in index.tpl

you can deactivate that in the configuration panel.

Are you talking about not selecting "automatic content negotiation". I did that too. but still page is not coming in English in Internet explorer.
My version is phpMyFAQ 2.6.3 ;

is there any other settings i missed?
