Can't attach files with Chinese filename

We have both phpmyfaq version 2.6.6 and 2.6.7.
And both version can't attach file with Chinese filename.
It showed Error as the following.

Add an attachment to the issue
The attached file must be smaller than 20000000 Bytes.

But I am sure that the file size is smaller than 2000000 bytes.
If I change the filename to English, it would be upload successfully.
Please help!!
