session cookie

Log in as admin is possible. After reloading page (F5,..) the user is not logged in.

Used system:
IE 6 cookie activated => lowest security level.
PHP 5.2.1
IIS 6
Postgres
Windows 2003
Register Globals off
Safe mode off
Open Base Dir off

Please give me an advice where and how to search.
(Web Newbie, c++ developer)
