User rights : add content

Hi,

I want to assign the right "Add content" for a user.
In the left, the "Add content" button appeared but when my user clic on the link, He have the message "cela ne vous est pas permis" (in french).
Right for user named TEST :
Test (Test) : 0001000000000000000000
