Vietnamese lang file is broken.

Hi,
Just installed 1.5.6 on my box and I'm suprised that vietnamese lang file is broken. It's not readable with UTF-8 charset :(

I have done this translation some years ago with UTF-8 encoding. It worked fine with old release of phpMyFaq.
